Why Yes on B?
After the former Kingsburg Hospital closed in 2010, the Kingsburg Tri-County Health care District searched for a health care provider owner and operator to continue operating as a hospital facility. For 6 years, the district accrued $2.5 million in debt – including approximately $1 Million owed to the State of California with an interest rate of 7% per year – to maintain the building and appropriate licenses.
The district put measure B on the ballot because the sale of the hospital will provide economic and health care benefits to the community. Measure B puts forth the same question asked by Measure K in 2010, which the voters approved with 82% of the vote. Voters knew that selling the hospital was good for the community then and it's good for the community now.
Crestwood Behavioral Health is currently leasing the facility from the Hospital District and in February 2016, opened the Kingsburg Healing Center, a secure Mental Health Rehabilitation Center. Although the facility is back in full operation, the District will not be able to resolve its debt and its financial operations through the lease alone.
Measure B will authorize the district to sell the hospital at fair market value of over $800,000 as determined by a recent independent appraisal commissioned by the district board. And additional $73,000 will be paid to reimburse the district for tenant improvements, bringing the total sale to over $873,000. The sale of the facility will allow the District to significantly relieve the financial burden of the accruing debt. The District will continue collecting $600,000 in yearly property taxes and put that money into much-needed community health care services.
VOTE YES on B to relieve our District's financial burden and provide funding for additional health care services to be created for our community.

The Healing Center is licensed and regulated by the California Department of Health Care Services. Crestwood is fully accredited by the Commission of Accreditation of Rehabilitation Facilities (CARF).
Our highly trained staff works one-on-one with each client to create personal Wellness Recovery Action Plans that focus on wellness of the mind, body and spirit. We know that providing this level of personal attention will give our clients the knowledge and skills they need to manage their condition and stay on the path to a better life.
At this center, we do not treat clients with primary drug abuse issues, sex offenders or individuals with a violent criminal history. The safety of our clients and neighbors is one of our top priorities.
The Kingsburg Healing Center is a public-private partnership between Fresno County Department of Behavioral Health and Crestwood. It is a secure Mental Health Rehabilitation Center (MHRC).

Crestwood Behavioral Health has made a substantial investment into the facility, remodeling the vacant hospital into a modern, comfortable space for our clients. Not only are we investing in the facility itself, we support local organizations and activities to benefit the residents in the communities we serve. Kingsburg Healing Center is an annual sponsor of the Kingsburg Youth Baseball Association, the Kingsburg All-Star Tournament and National Alliance on Mental Illness (NAMI) Walks Fresno.
Voting YES on Measure B will give Kingsmith LLC the ability to submit a bid to purchase the facility outright, which will enable Crestwood to continue providing continued healthcare services and financial benefits to the community, as well as ongoing tax revenue for vital local city services.
